Bravo Filipino | Ilocos Sur Gov. Jerry Singson sign MOA with Dra. Minguita Padilla’s Eye Bank | The provincial government, through the Ilocos Sur Provincial Hospital-Gabriela Silang (ISPH-GS), is expected to help strengthen the Eye Bank’s hospital retrieval program and volunteer donation through a memorandum of agreement signed on Thursday, March 9, in Vigan City.
Trained personnel are allowed to retrieve eyes or corneas in ISPH-GS where a specific area of collection will be installed with the consent of patients or their next of kin, according to the provincial government.

The activity was led by Governor Jeremias “Jerry” Singson and Dr. Ma. Dominga ‘Minguita’ Padilla, Eye Bank founder and incumbent ambassador-at-large, along with Dr. Bernardita Navarro, acting president and chief executive officer, Dr. Trina Talaga, provincial health officer, and some members of the Sangguniang Panlalawigan.
Through this agreement, Governor Singson expressed the full support of the provincial government to Eye Bank’s advocacy, hence helping address the high number of corneally-blind patients in the country.
